Accessing Needs

As an approved commercial kitchen, we’ve been able to offer affordable space for local entrepreneurs to prepare and then sell their products for places like the farmer’s market, small pop up sales, or other local events.

TCE offers drop-in Monday-Thursdays from 10am-1pm and Tuesday evenings from 6:30pm - 8:30pm.
This is a space for community members to stop by for coffee, snacks, connecting, and accessing the other programs we offer.
Our drop‑in is more than a place to access food — it’s a welcoming space where connections are formed, relationships are strengthened, and stereotypes are broken down. It offers people a chance to simply be themselves and know they are not alone.
Throughout each drop‑in, our Connections Coordinator is intentional about engaging with participants, paying attention to their needs, and offering support. This can include helping with paperwork, assisting with forms, advocating on behalf of individuals, or simply listening. Together, these efforts create an environment of dignity, care, and genuine community.

Share the Warmth is a program that offers free seasonal clothing to those in need. This would be warm gear in the winter months and rain gear in the spring and fall months.
We’ve continued to see the value and importance of having this space here at TCE. During the winter months, multiple times a week we’ll have someone come through our doors, and it’s clear they could use access to STW.
In 2025, we handed out over 430 items to 85+ individual(s)/families.

The Community Shop is a free “store” at TCE that offers necessities at no cost. Items like feminie hygiene products, diapers, wipes, contraceptives/lube, and laundry detergent are available for pick-up on a weekly basis.
We’ve both purchased and had many items donated, allowing us to distribute thousands of items throughout the year.

Partnerships/Shared Spaces

TCE continues to be a central meeting place for client meetings and family visits.
In 2025, we had 299 family visits scheduled for CFS & DOCFS alone.

CommUNITY Support Team is an initiative that falls under the umbrella of Community Mobilization and is funded by the Manitoba Justice Department and is coordinated by Lisa Peters.
Through Wraparound teams, CommUNITY supports participants as they move forward with their goals by creating sustainable connections within the community, providing access to resources, and navigating systemic challenges.
In late 2025, we added to our partnership by agreeing to host the Manitoba Justice Department’s funding for a Community Mental Health Worker. Diana Wiebe was hired for 2 days/week with an emphasis on providing one-on-one counseling for Wraparound participants. In 2026, we added to the partnership again, by agreeing to host the MB Justice Departmen’s funding for a Mental Health Facilitator. Hesti Steenkamp was hired for 4 days/week and provides support to the individuals in the Wrap program.
Many Wraparound participants have become key contributing members of the TCE community. Launching our Beyond Barriers group, volunteering at drop-in, or contributing to a healthy, welcoming community are just a few of the natural connections we’ve seen.

Genesis House has used our space for confidential client meetings, and continues to be a resource for our Community Connection Program.

PVLIP has an office space upstairs at TCE. There is often overlap of our community members.

PVP meets at TCE the last Sunday of every month from 2-4pm for their monthly game afternoon.

Hosts weekly English Cafe, seasonal dance classes, and youth cooking classes.

The Healthy Baby program meets twice per month, on the 2nd and 4th Friday of the month.
Families First also uses our space for visits.

For the better part of a decade there have been sub-committees and stakeholder conversations assessing the need for affordable transportation for Altona. In 2025, TCE committed to managing a pilot project, funded by the Town of Altona, to help us better understand the needs in our area.
Our goals were simple:
Test Transportation Solutions through the implementation of a small-scale pilot project, addressing current gaps in access to affordable transportation.
Evaluate the impact, and determine the feasibility of scaling the program for the future.
What started out small, has grown exponentially. Our first month saw only 30 riders, and our average monthly ridership now sits at over 350 people.
